How to market legal services?

I am a lawyer of a legal firm here in Malaysia. We do court cases concentrating in banking cases, recoveries, real estate. Currently, we a facing crisis for lack of cases. We went to the Banks in Kuala Lumpur to see Head of Legal Departments. Turned down. We were told that they are removing many legal firms from the list of their panels. They will only retain big big legal firms. One of my colleague told me that I need to offer money to these people. They don' t expect breakfast, lunch or drinks. What should I do. At the same time I tried very hard to see real estate brokers, bank officers, bank managers but to no avail as the properties are slowing down over here. What should I do.
