Can websites give out your personal information to people other than for legal services?

hey everyone. I was wondering if websites i register as a member of are legally allowed to give out my personal information to third parties. I know if it's a legal matter, the government can access the records usually, but can they just give it out to whomever they want? Also, I know all websites are different but I was wondering if there was a legal restraint involved. Thanks!!

1. Although I'm no law expert, the Terms of Service or Terms & Agreements may have information regarding your personal information. And, if they state that they will not give out your personal data, then anyone wanting that information must produce a subpoena and serve the owner(s) of the website.
